Abstract

Planning of human resources for health (HRH) had long been considered as an alarming issue with many countries facing acute shortage of health workforce. Alongside, many initiatives also surfaced to combat this persistent challenge with bilateral cooperation like Cuban health assistance programme taking the vanguard. Being among the forerunners of such initiatives, the Cuban attempts to address HRH challenges really took a leap in early 21st century with the Pacific Island countries (PIC) counted among the most prominent beneficiaries. Cuba was claimed to have played a commendable role in the field of global public health especially by facilitating medical education and practice to scale up the status of global health. Its engagement in the Pacific had grown at a brisk pace in early 21st century. While there had been many positive remarks highlighted about the cooperation extended by Cuba, the country with the largest health cooperation programme in the world, there had also been apprehensions about the changing structure of workforce resulting from the diplomatic relations between Cuba and the countries receiving its support. At such a juncture, it remained to be seen whether the Cuban initiatives would succeed in improving the HRH management scenario or conversely would further heighten the persistent challenges of health workforce management.
