Abstract
This case returns to the imposition of the Rules of Personal Image in the Department of Educational Development in Guadalajara (Mexico). Despite managers denials that had not implemented any penalties respect, employees exposed to the media letters where are admonishing or their lack of integrity to the regulation, which added a complaint with the Commission State of Human Rights and employees reporting a rarefied and hostile work environment. The dilemma raises by the decision maker responsible for Institutional Communication and the Director General of the municipal unit at this stage of crisis communication.
