Abstract
At midnight on Saturday, 1 March 2008, the Government of Colombia launched a surprise military operation named ''Fenix'', implemented by air and land, whose main objective was the destruction of a camp installed in the territory of the Republic of Ecuador by the Revolutionary Armed Forces Colombia, FARC, just less than 2 miles from the border. As ''offended'', Ecuador''s government finally decided to start the regional process of ''peaceful'' solution of conflicts and disputes expected in the letter of the American States Organization (OAS) scenario in which the 34 Americans States took the responsibility to study, evaluate and resolve the conflict. Additionally, were used incidentally other regional forums such as the ''Grupo de Rio'' and the Andean Nations Community (CAN) to promote the ''negotiated solution'' to be executed in the framework of the OAS.
