Abstract
The CEO of the Swedish Riksbankens Jubileumsfond is faced with a strategic dilemma concerning the direction of one of its programmes on the issue of PhD students that have been working on their thesis for a couple of years and now run out of funding. The foundation had set up a scholarship programme that supported them to finalize their work. After a change in regulations foundations in Sweden are all of a sudden no longer allowed to fund research - and as writing a phd in Sweden is considered research not education, the CEO has to decide on a plan of action for the programme.
