Abstract

The case describes efforts being made by India's Council for Scientific and Industrial Research (CSIR) to become more commercially oriented, including becoming a research partner for international companies. It summarizes the new vision CSIR set for itself in January 1996 and the initiatives it had undertaken until December 1997. The purpose of the case is to discuss whether the various policy and organizational changes CSIR has already implemented are adequate and how it should proceed. These questions are important because many similar organizations throughout the world are trying to accomplish equivalent objectives. While these organizations may pose no immediate threat to CSIR within India, they certainly constitute growing competition for CSIR's global ambitions.
