Abstract
Onvia.com was a Web-based exchange designed to help small businesses buy and sell services and products; exchange news, product and service information; and access productivity tools, forms and worksheets. The company had planned to launch a Canadian auction site within a month, however, there was still development required on the U.S. site. Resource allocation was an issue; the company had many projects and a finite amount of engineering resources. The chief executive officer and founder had to evaluate the options, set the priorities and offer his opinion on where to spend the resources.
