Abstract

In 2017, the US became victim of nature's fury, experiencing Harvey and Irma in the same year. At the same time, the country had experienced disasters differed from hailstorms in Colorado, crop-killing spring freeze across South Carolina and Georgia and flooding in California. But, apart from these contingencies, storms of high intensity were also a regular feature of the nation. Experts asserted that there had been a drastic surge not only in terms of frequency of storms but also in their intensity. The experts also claimed that there was an evident rise in the 'percentage of category 4 and 5 storms' over the years in the country. In August 2017, Houston, the most populous city in Texas, conquered one of the most appalling storms in the last 50 years of its history. Harvey, the tropical storm had showered over 50 inches (1.27 metres) of rain in just four days in the region. The city suffered heavily due to the absence of better drainage system in the city which had a population of about 6.5 million people. The deadly storm was also responsible for about nine casualties in the city till August 2017. Moreover, the storm affected all walks of life and had also impacted the US economy as a whole. Although the relief work through Federal Emergency Management Agency (FEMA) was going on in a full swing, it was to be seen what effective efforts did the government take in order to evade such frequent storms?
