Abstract
A student consultant with the Small Business Consulting Program has just successfully proposed a study for the Chamber of Commerce in a small rural town. The Chamber wishes to reverse the commercial fortunes of the town by: (1) identifying a manufacturer who will build a factory in the town; and (2) renovating the downtown district. The proposal has been approved by the Chamber of Commerce, but it is not yet clear how other interested parties will react.
