Abstract

Pitrapaksha is considered to be inauspicious by Hindus, given its relevance to the death rite performed during the ceremony, known as Shraddha or tarpan. Every year the number of people visiting the place is increasing. In 2016 it was 7 lakh, in 2017 it increased to 10 lakh and in 2018 it was 12 lakh people visiting the place from all around the world. Broadly, the key stakeholders present at the Pitrapaksha Mela could be divided into following categories - Pandas (who oversee the religious performance), Pilgrims (descendants of the dead and short-stay visitors), Socio-religious and Socio-political organizations, Gaya administration (government personnel) responsible for managing the Mela, Entrepreneurs and a mix of tourists and media persons. In order to cater to such a crowd district administration has to manage key services like Accommodation, Traffic & Police, Sanitation, Medical, and Electricity. Therefore it becomes evident for the Gaya district administration to contemplate how best can they forecast demand for this festival and how can they optimally utilize their resources and services in order to meet this demand. As the administration process was scaled to meet the expansion plans, there is a need for continuous improvement programs to identify new improvement opportunities and exploit them. Various departments are allocated special tasks which are headed by different administrative officers. But the fieldwork is supervised by the government executives under the guidelines of the officers.
