Abstract
The University Grants Commission of India on the directions of Government of India had on January 6th 2023, released guidelines for foreign universities to establish their campuses in India. This was done to enable the average Indian students to compete with their foreign counterparts, increase student enrolment in the country and raise India's Gross Enrolment Ratio to 50% by 2030. It would also improve the quality of education in the country. QS World University Rankings 2022 showed that only eight Indian universities were among the top 400. India was expected to gain several benefits from the entry of foreign universities. However, foreign universities' campuses in India would face several issues and challenges that would frustrate them and affect their performance. Would foreign universities' campuses in India enrol a good number of students? Would their arrival help in creating an education system in India that can meet the requirements of 21st century, enable the average Indian students to compete with their foreign counterparts, and make the country a leading global destination for higher education?
