Abstract

This case study is based on a proposal for plant expansion by a cement company in Maastricht, Netherlands. The case describes the activities of the plant, the expansion proposal, and the environmental issues that arise from that proposal. The case focuses on the company''s obligation to prepare and file an Environmental Impact Assessment (EIA) with government officials under European Union and Dutch environmental laws as part of the permitting process for plant expansion. The case explains the purpose of the EIA and its process. It asks students to consider how the company should manage the EIA process internally and how it should anticipate and address problems that might arise during the process. Students also consider how the company can best address public opposition to the expansion proposal, and how it should manage its relationship with permitting government officials.
