Abstract
This is part of a case series. In this material, students will play the role of four humanitarian actors that urgently convene to negotiate priorities and organize the delivery of aid to the victims of a conflict. The students will understand how national and international agencies negotiate and organize the response to a humanitarian crisis. They will learn what are the most urgent population needs, and the competing priorities of the different actors.
