Abstract
The reconstruction of Genoa Bridge represents a successful response to one of the most devastating infrastructure disasters in Italy and in the world. Erecting a new bridge in less than two years within the heart of one of Italy's largest cities was a resounding response to the tragic collapse of the Morandi Bridge in 2018, which claimed the lives of 43 individuals. The case underscores the importance of a managerial and non-bureaucratic approach to infrastructure delivery, especially in a complex context, based on robust competences that enable authorities to act as sophisticated buyers, to make critical decisions, to build public-private relationships based on trust and respect and to create an informed consensus with all stakeholders. Furthermore, the case delves into how a shared ambitious objective, namely the swift reconstruction, influenced managerial behavior across all the stakeholders involved and, more broadly, how a shared commitment to delivering public value can contribute to the successful execution of a project. Addressing the acknowledged global challenge of achieving infrastructure delivery that is both timely, cost-effective and of high quality, the Genoa Bridge case provides valuable insights for infrastructure development and management. It challenges the prevailing narratives in the infrastructure field, which often involve delays, additional costs, legal disputes, social resistance and the reliance on special powers to oversee project delivery. The Morandi disaster is ranked among the top 20 deadliest bridge collapses since 1950.
