Abstract

In 2017-18, Odisha Millets Mission (OMM), the unique flagship programme by the Government of Odisha (GoO) was launched with an objective to revalorise the millet food cultures in the state by improving the productivity of the crops and creation of value chain. Known as the climate-smart crops, millet was rich in protein, antioxidants, dietary fiber and micronutrients. To promote millet cultivation, the GoO strategically made a comprehensive programme for the indigenous communities, women farmers, small and marginal farmers. Soon, the OMM became a game changer in the state. Cultivation of millets would further help to reduce climate vulnerability. It would also help to achieve the three key goals of the SDGs namely, food security and better nutritional outcome for the consumers. By witnessing the success rate of the programme, the GoO planned to implement it in 177 blocks across 30 districts in the state by 2023-24. Despite various efforts, absence of proper market linkage and creation of consumer demand was a key issue for the millets and its products. Would the GoO be able to promote a sustainable and climate-resilient food system along with a better income opportunity to the farmers particularly the small farms through the OMM?
