Abstract
The case discusses CARD (Computer-aided Administration of Registration Department), an e-government project started by the State Government of Andhra Pradesh (GOAP) in India. CARD was adjudged one of the ten finalists in the International Innovation awards programme instituted by the Commonwealth Association for Public Administration and Management. The CARD project aimed at the complete computerisation of the land registration process in Andhra Pradesh (AP). The case highlights the problems faced by the citizens of AP before the implementation of CARD. It provides detailed information about the implementation of the project, the services offered and the benefits reaped by the citizens and the GoAP after the implementation of the project. The case also briefly describes about the other e-government initiatives undertaken by the GoAP. This case is designed to enable students to: (1) identify the areas in which e- government initiatives can be helpful in a large state in a developing country; (2) understand the hardware and software components required for implementing an e-government initiative; (3) study the scope, methodology and steps involved in the implementation of an e-governance initiative for offering property registration services; and (4) identify the benefits associated with the e-government initiative and evaluating the same against the investment made. The case is intended for MBA/PGDBM level students as part of the knowledge, information and communication systems management curriculum. The teaching note does not contain an analysis of the case.
