Abstract

President Corazon Aquino and Health Minister Alfredo Bengzon promulgate tough new regulations for the pharmaceutical industry in the Philippines. Both US and European pharmaceutical firms express reservations about the Generics Act of 1988. The law is designed to offer better and more affordable health care to the Filipino people by increasing the supply of pharmaceutical products and lowering prices to customers. The phasing in of the strictures of the new law has not yet been determined. Either independently or through their trade association, multinational pharmaceutical firms are weighing how to constructively engage the Filipino government at this important time and what strategy they should use to lobby for favourable treatment.
