Pearl River Cheong was founded by SC Liu as a real estate development firm in Guangzhou, China. However with the real estate industry just beginning its transition to privatisation, SC also developed the capability for consulting with the local government officials about land use policy, taxation, and development issues. In the process of becoming a successful consultancy, Pearl River also needed to develop the capability to manage and process large databases of real estate and price data. The case follows the development of the company and the evolution of Pearl River from a single market business to a multiple capability venture. The question now facing the firm is this: with the information technology department''s capabilities expanding so rapidly, should it remain part of Hand Cheong or should SC spin-off the IT department into a new independent venture?
