Abstract

After almost 12 months of investigation, the Treasurer of WDO headquarters in Lyon, France, was faced with a decision on a bank communication system in July 1995. He knew that his superior, the Comptroller, would be happy to give the go-ahead with the system requiring the lowest initial investment, but he was not sure it was the best solution among the four options identified. This case is suitable to highlight the ethical and practical constraints of decision making in a Public/UN Organisation or a non-profit organisation either in a business ethics course or a finance course on non-profit-making organisations. Alternatively, it could also be used to analyse the developments in the banking environment or in an economics course. One might choose to illustrate the vagueness of a management information system concept in a management course, or utilise the situation as a case to analyse the difficulties related to information systems development projects in an information systems course.
