Abstract

This case describes a potential contract between a French subsidiary of a major US-based defence contractor and the government of Iraq. Performance of the contract would enhance Iraq''s ability to deliver precision missile strikes within a 600-mile radius of Iraq, with enhanced capabilities for biological weapons use. The case raises a host of legal problems, including potential violations by both parent and subsidiary of the Export Administration Act regulations and the International Economic Emergency Powers Act. In addition, the teaching note regards the ethical choices faced by key individuals, the companies, and related governments. This case was sponsored by the Indiana University CIBER Case Collection.
