Abstract

In 1995, Taiwan announced its Asia Pacific Regional Operations Center programme. This programme was designed to help Taiwan deal with the rapid transformation of its economy, drastic changes in the global economic situation, and changes in economic relations with the Chinese Mainland by turning Taiwan into a regional business centre. By 1997, however, the international community in Taiwan, a key target of the programme, remains unimpressed with the programme''s progress and uncertain whether its premises make sense. The programme''s leaders must re-assess the programme in light of the international reaction and changing circumstances.
