Abstract
In October 1997, the Chief Executive of Hong Kong announced that the Government would take on the role of ''facilitator'' in the development of Hong Kong''s status as a world trading hub and the benefits of the NII in maintaining competitive advantage. Reports from the various task forces commissioned by the Government have been presented with recommendations. How should the Government play its ''facilitating'' role in bringing together a coherent NII for the benefit of the SAR?
