Abstract
The Singapore Prison Service focused considerable energy on rehabilitating inmates by teaching them skills, through on-the-job training, during their prison terms. The Work Programme involved several industries, namely; laundry service (primarily to hospitals and the military); metal fabrication; printing; and tailoring (uniforms and hospital linen); as well as sub-contracting. Activities included handcrafting furniture, welding, assembling motors and packaging. All this enabled inmates to gain work experience - valuable asset when seeking employment after discharge. However, the Prison service was also concerned with long term profitability, and this was affected by consumers'' perceptions of output. When word got out that SCORE''s bread was made by prisoners, consumers demonstrated a reluctance to purchase it.
