Abstract

This is the first of a two-case series (398-158-1 and 398-185-1). This case explores the relationship between the government, society, business and other stakeholders in the context of the introduction and development of the UK National Lottery, raising competitive, ethical and structural issues relating to the governments''s strategy with regard to development of an important social institution. The fundamental question posed by the case is whether, on balance, the National Lottery has been beneficial to UK society. In class the case arouses considerable debate, and though a process of casuistry, the idea is to reach some consensus as to the overall desirability of a lottery of this kind, the best way of running it in the context of public sector strategy, and desired future policy in the context of government sponsorship of a gaming product.
