Second of a two case series (395-119-1 and 395-120-1). This sequel to ElGen-RMC (A) reveals how Lowe and others at ElGen actually resolved the impasse with RMC over weight estimates. ElGen-RMC (B) reinforces the value of creative problem-solving, alternative venues and changes in personnel in single-issue, zero-sum conflicts. It also provides a chronology of the entire set of negotiations, including the time period covered in the (A) case.
