Abstract

The reorganisation of Rutshire County Council Consumer Protection department in 1974 represented a significant change towards meeting the new legal/social demands of consumerism. Twelve years on however, the organisation faces increasing internal turmoil and declining external effectiveness owing to its continuing inability to harmonise the internal facets of its organising system. The case study provides an opportunity to consider the organisational issues of external fit and internal integration.
