Abstract
In 1988, the three founders of FLEX, two Dutchmen and a French expatriate, launched an ambitious project for the creation of a European Group through the acquisition of existing companies. They had the competence and knowledge of the temporary personnel services market in Europe to be able to convince the financial community to place the necessary funds at their disposal. They were thus able to implement the first phase of the establishment of the FLEX Group in 1989-1990. At the start of 1990, these managers realized that their forecast levels had not been attained, and that certain shortages were, or threatened to become, factors of risk.
