Abstract
The Garibaldi School case study documents how one public sector organisation managed to transform itself over a three year period (1990-1993). It highlights the role of the senior management team and in particular, one entrepreneurial individual, Bob Salisbury, the Headmaster. It is a story of an organisation innovating successfully by changing its culture and developing sufficient organisational flexibility to allow implementation of new ideas seen as opportunities within its environment. The teaching objectives: 1) Understanding of changes in UK public sector management; 2) Comparison between theoretical business management models and current activity in the education market; 3) Assessment of the special constraints on innovation in the public sector; and 4) Measuring organisational effectiveness.
