Abstract
This case study examines some of the implementation issues that emerged as a result of a District Health Authority''s attempts to formulate a coherent and integrated purchasing strategy in late 1992. The main intended use of the case is in the area of change management, especially with regard to issues of organizations and their environments; power, politics and conflict; organizational culture; leadership; and communication. The case may also be used to discuss various aspects of organizational design and behaviour.
