Westland (C) follows on from Westland (B) (392-059-1). In the early 1990s the problems identified in the late 1970''s were still unresolved, despite repeated attempts at change. The (C) case can be used to take a fresh look at these problems from a different perspective, and to generate realistic options for the future. In addition, there is an (A) case (392-058-1).
