This case explores the strategic management of a Canadian public sector organization, the mandate of which is pure and applied scientific and technical research and development, and technology transfer. Although part of Memorial University of Newfoundland, the Centre is self-reliant and has to obtain contracts and other funding entirely from other private sector and public sector sources. In July 1988, the Director is concerned about directions which the Centre will be taking in light of the recent Statement of Principles regarding the proposed development of the Hibernia offshore oilfield on the Grand Banks of Newfoundland. The case enables discussion of the strategic and project planning systems of the Centre, and of the adjustments to plans which have been needed as the external environment has become more challenging. Plans currently existing for the future can be considered in light of the Hibernia announcement.
