Abstract
This is part of a case series. Demonstrates the problems facing a new financial institution, in particular, a "minority" bank intended to serve the women's market. Illustrates the need for policy and strategy formulation in any institution regardless of its size or mission. The president of a newly established women's bank in San Francisco is asked by the Board to prepare corporate objectives and strategies.
