Abstract
The director of a county health department recalls the circumstances leading to the development of a family planning service within the health department and the later development of an independent family planning service. He also discusses the operation of the health department clinic - and motivating factors behind some of its methods - as well as comparing the two clinics. This case may be read in conjunction with Part A - (483-027-1) and Part B - (483-028-1).
