Abstract

Description of the short-term budgeting and reporting system and its relationship to the long range planning programme of a multi divisional operating company. The total system is divided into four general phases - long range planning phase; annual budgeting phase; yearly budgeting by month phase; and monthly, tertial and year end reporting phase. Each phase is described as to procedures for preparation and submission, and the various forms and reports prepared by the operating divisions are included. The (A) case describes and illustrates the three budgeting and planning phases and the (B) case, (175-002-1), describes the reporting of actual operations and their comparisons to the budgets and long range plans. The cases provide a basis for evaluation of a planning and control system as to its effectiveness in serving the needs of managers at various levels and with varying needs for data in performance of the varied responsibilities. Specific questions raised by managers at different levels are included in the cases to assist in stimulating discussion of the system as to its strengths and weaknesses in serving the needs of the various managers.
