Abstract
This case describes the events leading up to local government reorganisation. It relates solely to the system in England and does not include Scotland and Wales, neither is it concerned with the functions of local government, except in so far as these have a bearing on structural changes. The case also omits the changes made in 1965 to local government in the Greater London area. It illustrates some of the important political constraints involved in effecting detailed changes, although the generalised need for change is accepted. The case may be used to initiate a more detailed study of local government structure.
