Abstract

The (B) case presents, for student evaluation and comparison, the comprehensive change action plan that Edward Norris instituted when he became Commissioner of Police for Baltimore. This former NYPD strategist demonstrates numerous leadership principles. He builds commitment from business leaders, community activists, fellow officers, and skeptical politicians under intense media scrutiny. Norris reorganizes the department, seeks to make cultural change, confronts malcontents, uses creative rewards, increases technology use, and adopts a policy of transparency with the media. Classroom discussion helps students see what it takes to develop an action plan that effectively resolves a seemingly overwhelming list of problems and issues. See also the (A) case (UVA-OB-0776), which has an accompanying CD-ROM that contains extensive video clips for both student preparation and faculty use in class. The case has been taught successfully as a two-day series. It is similar to the ''Chicago Park District'' series [(A) case (UVA-OB-0618), (B) case (UVA-OB-0619), (C) case (UVA-OB-0620), and (D) case (UVA-OB-0621)], but 10 years newer.
