Abstract

Intuitive judgments, noncomparable data, and structurally inconsistent systems limit traditional job evaluation procedures. The proposed time span of discretion is an objective, universal measure that defines the size of the job based on the maximum time allowed to complete the longest tasks. Studies indicate that the relationship between time span and level of work shows in two main ways. First, time span coincides unequally with a person''s felt-fair pay regardless of actual pay. Second, time-span measurement reveals a universal underlying structure of management levels, with break points at 3 months, 1 year, 2 years, 5 years, 10 years, 20 years, and higher. Using the time-span measurement to set up the management structure with only one role in each work stratum ensures work will be programmed and carried through on schedule.
