Abstract

This case describes the events and the effects following the decision to move the institute from an input-based subsidisation system to a new one based on output. The transition period brought about problems and mistakes mainly due to an underestimation of the political and organisational aspects of change and of the difficulties arising from the implementation process of a financial instrument.
