China?s World Trade Organisation accession promised to open up its booming mobile and fixed-line telecommunications market. Although steps have been taken in that general direction, full and true compliance is still an issue. An independent telecommunications regulator needs to be created or the Ministry of Information Industry, the current regulator, will need to stop meddling in company affairs and legislation will have to allow for real foreign direct investment.
