Abstract
Is a precise, measurable, cohesive ''package'' of strategic goals the hallmark of an effective top manager? To the contrary, this article suggests that the many executives who arrive at their goals through incremental ''muddling'' processes are using purposeful, politically astute, and effective management practices. The author documents why this is so and outlines how the techniques of broad goal setting and ''logical incrementalism'' can be used most effectively in your organization.
