Having narrowly won reelection in 1997, New Jersey Governor Christine Todd Whitman specifically and enthusiastically embraced the state''s official land use and development plan in her 1998 inaugural address. Lingering questions remain, however, as to exactly how Whitman administration officials will use the plan and whether such efforts would be effective, politically feasible or economically sound.
