Abstract

In 1994, Tennessee underwent a massive reconfiguration of its fee-for-service Medicaid program, replacing the old system with TennCare. These efforts were pioneered by Democratic Governor Ned McWherther, and Commissioner of Finance and Administration David Manning. The transition included a mass shift from HMO to PPO healthcare plans. Despite initial resistance TennCare represented a massive change in the psychology of health care in the state. The effects are still evident, as Tennessee has the lowest percentage of uninsured people in the country.
