Abstract
As part of a series of cases and efforts to increase public sector employee productivity in a unionized environment, this case focuses on one set of employees within the Parks Department of New York City: "forestry workers" responsible for tree maintenance and removal. The case focuses on incentives for increased productivity and methods the city used to determine whether this activity should remain the province of public employees. Among the steps taken by New York: a trial period in which public and private employees compete.
