This case deals with different management problems in one of the world''s largest and most important non-government organizations, CARE. From its origin as a post-World War II emergency feeding program, CARE has taken up the task of encouraging successful agriculture and spurring Third World economic development, as well as continuing its emergency role where needed. CARE USA and its Mission to Thailand describes the search for a new role as faced by a CARE office located in a now economically-booming nation, but one which has crucial social and public health problems, including alarming rates of AIDS. CARE must decide which, if any, of such problems it should take on and whether to redefine itself as a Thai-based non-government organization.
