Abstract
This case tells the story of a non-governmental organization -- the National Association for the Reintegration of the Disabled -- which had devoted itself to white South Africans only. In an effort to reach a new clientele in rural black townships, the organization starts a new program headed by a high-profile new black manager. Serious interpersonal and programmatic problems, as well as problems with donors, ensue. This case was developed by the Public and Development Management Program of the University of the Witwatersrand, Johannesburg, South Africa.
