Abstract

In the early 1980s, two articles published in important but relatively obscure scholarly journals announced an important new discovery about smoking behavior: raising excise taxes on cigarettes tended to discourage young people from starting to smoke. Over the next decade, this research finding filtered gradually into the public consciousness until it had profound effects on public policy: various US states and the central government of Canada adopted major tobacco tax increases. As part of the Clinton Administration''s health care plan, the US federal government considered doing the same. This case follows the path by which the "price elasticity of demand" research about cigarette smoking came, over time, to effect public policy. It focuses specifically on the role and tactics of non-governmental advocacy groups in synthesizing and disseminating information for maximum impact.
