This five-paragraph case presents the process by which a basic office supply item had to be ordered by Polish government officials in January 1992. As in many brief cases, the deceptively simple procedural description can become the point of departure for a wide-ranging discussion: Why would such complex procedures have evolved? What are the good and bad reasons for constraints on public sector discretion? What are likely barriers to change?
