Abstract
Pan y Trabajo (Bread and Work) refers to a welfare reform program undertaken by Puerto Rican officials which was designed to divert cash grants into a wage subsidy program. Unforeseen consequences and unintended incentives raise significant program design issues. The question of whether the government is well-advised to try to lure businesses to the island via low-wage labor might be linked to a larger discussion of economic development strategies.
