Abstract
The Indian Employment Guarantee Scheme is one of the most effective existing public programs dealing with rural unemployment in a developing country. This case describes the charges of corruption in the scheme, made by political opponents of India''s ruling party, as well as describing the ways in which the corruption charges posed opportunities for, and barriers to reform and improvement of the goals and operation of the scheme.
