Abstract
This case examines the computer procurement process in a medium-sized city. It focuses on the relative flexibility with which the "Metro West" Information Services Department is able to deal with vendors-in particular contrast to the rules which govern its counterpart federal agencies. The case can encourage discussion of the relative importance of encouraging public initiative versus that of discouraging white-collar public corruption.
