Abstract

The Ministry of Public Works and Transport of Costa Rica proposed to build a bridge over the Tempisque River that will cut travel times to the Nicoya Peninsula. Most residents are pleased with the proposal but environmentalists argue that it would endanger a national park whose rain forest is an internationally renowned destination for ecologically-minded tourists. The Ministry''s benefit-cost analysis for the bridge does not consider the effects on tourism and the ecology, and the environmentalists have some suggestions for how they might do so.
